I'm not sure there is a responsible way to hold the tournament in present conditions. It is absolutely true that a smaller field would exponentially reduce risk.

If it was 32 teams, you couldn't give auto berths for conference winners.
That would especially screw the Big 12 and Big 10 this season.

I would think building the entire field out of “at large” would disproportionately advantage Power 5 conferences. By a lot.

No clue how they can fit in make up games at this point. More likely that regular season titles won't be a thing this year with teams (from all conferences) playing different amounts of games. Game cancelations are likely to increase, not decrease over the next month or so it seems like.

There's a full 10 days between the last scheduled game and the start of the Big 12 tourney. I imagine that's what they plan to use that full week plus for. There is always 4 or so days between the end of conference play and the conference tournament for the big 12...so they didn't add much time (i wonder if that time wouldn't be better spent social distancing/isolating/ramping up testing so that tournaments don't get fucked up where half the bracket gets exposed and has to sit out and the tournament gets cancelled).
If teams have 4+ games to make up they aren't going to cram them into 10 days before beginning single elimination tournaments where they play multiple days in a row.

3 ACC games postponed last Saturday. 1 for Wednesday this week is already postponed.

There has always been 4 days, yes, but this is the first time there has been a full week PLUS those 4 days. Most Big 12 weeks are played Monday/Saturday or Tuesday/Saturday. If more games get postponed, don't be surprised to see a Monday/Thursday/Saturday week for a couple teams.
