I think Russia backed out of playing ball with the ICC in the wake of the Crimea bullshit.

I think Clinton signed the deal to have the US participate in the ICC, but never actually submitted the signed paperwork, then when W got into office he did a 180 and enacted some shit that said if the ICC ever tried to hold the US accountable for war crimes then the US would invade the Netherlands instead.

and, to answer your question, no. Nothing matters, and no one cares.

But we have a thread for that too.
