That's cool man. For anyone not familiar with Flipper, they were one of the early Subterranean/ROIR records bands. They had one of the classic punk album covers. Nah, I didn't have a car in 1998. Would've been starting around 2000. But saw them probably 2-3 times a year when I was in the KC area.

somebody told me relatively recently, like last couple years, that 311 was playing cruise ships these days

Nah, it's not sad Cruise Ships. They literally rented out a cruise ship just to play like 6 sets over a weekend.
