It's been frustrating hearing conflicting information about the possibility that SARS-CoV-2 can be transmitted by aerosol, not only during coughing and sneezing, but also by speaking. Here's page one of three pages available at the link. If you read all three pages, the National Academies of Sciences, Engineering, and Medicine, is of the opinion that it can.

About "75 percent of N95 respirators and 25 percent of face masks contained in the CDC's Strategic National Stockpile (∼100 million products) were deployed for use in health care settings over the course of the 2009 H1N1 pandemic response," according to a 2017 study in the journal Health Security.

Again according to NIH, the stockpile's resources were also used during hurricanes Alex, Irene, Isaac and Sandy. Flooding in 2010 in North Dakota also called for stockpile funds to be deployed. The 2014 outbreaks of the ebola virus and botulism, as well as the 2016 outbreak of the zika virus, continued to significantly tax the stockpile with no serious effort from the Obama administration to replenish the fund

None of the backing sources say that the stockpile was never replenished. The fact check uses a recent Bloomberg article to reference it, which uses a report that never mentions anything about not replenishing after h1n1, and explicitly says different types of PPE were used for Ebola and Zika and Botulism.

Referencing a newspaper article is pretty lazy fact-checking by USA today.

After the swine flu epidemic in 2009, a safety-equipment industry association and a federally sponsored task force both recommended that depleted supplies of N95 respirator masks, which filter out airborne particles, be replenished by the stockpile, which is maintained by the U.S. Department of Health and Human Services.

That didn’t happen, according to Charles Johnson, president of the International Safety Equipment Assn.

The stockpile drew down about 100 million masks during the 2009 epidemic, Johnson said.

“Our association is unaware of any major effort to restore the stockpile to cover that drawdown,” he said.

I'm skeptical. Why would they, when prompted, not re-supply? Obama certainly didn't seem to care much about spending, and certainly it wasn't done maliciously.

Is the suggestion that he just forgot?
