Sure. Two different quotes. I'll source both of them.
At the time the first was true, given the context and the words around that quote.
The second one is correct. Once it's a world-wide pandemic the international travel restrictions are useless. Not getting on planes due to the fact they're crowded spaces is a different story.
First one - I'll go ahead and give him the benefit of the doubt that at the time he made the statement he had no way of knowing how many people in the US might be infected.
I believe at the time he made the statement there was just a single known case in the US. Thing is he knew what was going on in China and knew it was spreading to other countries. He said, "Obviously you need to take it seriously" and then immediately followed that up with - "this is not something that the citizens of the United States right now should be worried about".
He said we need to take it seriously - but not worry about it. Fair enough but looking back, I would think most people assumed he meant that we need not worry that on April 4th we would have 300,000+ people who have tested positive and over 8,000 deaths.
Second one - He may have meant and probably did mean international travel restrictions but he didn't use the word international. Regardless, how can you say travel restrictions are useless? Then why have so many countries imposed travel bans if they are useless? To me that implies that it's also worthless to "social distance" and wash our hands - unless I'm just not understanding you - which I'm probably not.
