Your post's are emotional overreaction.

Taking them seriously would be insulting to both of us.

That said, the German civil service, the origins of which were first explicitly codified in the Prussian General Code of 1794, has remained, largely unchanged in practice and authority for for two centuries. The process of dehumanization -- both of the cogs in the machine (as described by Weber) and of those outside of the system (as described by Arendt) -- is and always has been a key characteristic of the system, and is proudly acknowledged as such. This dual definition of dehumanization, in conjunction with the national respect for bureaucratic authority and the effectiveness of the system in pursuing its written and thus disinterested goals, made the German bureaucracy the most efficient killing machine in history. The Holocaust was an ideological project, but it was aided and abetted by the ruthless efficiency and relentlessness of the German bureaucracy.

By contrast, the American civil service wasn't even started until after slavery was abolished. Moreover, the racism, support for eugenics, and totalitarianism of the American civil service's founders and original theorists (Wilson, to name one) were PRECISELY the reasons our civil service was subjugated to the will of the people.

well thanks for insulting both of us with your response

before lunch i was actually doing some googling to try and find what you were getting at, but i only found information support the notion that Germany had done notably more than the US to try and make for past transgressions

i’ll try to find time to dig a little deeper, using what you’ve provided

i do find it odd though, that you’re putting a finite time frame on the argument, seeming to dismiss both US slavery and the genocide of American Indians because, i guess, they happened prior to the formation of either country’s civil service entities

i’ll admit that i probably couldn’t give you a worthwhile definition of what that entity looks like for each, but i’ll do some more digging

It's not odd at all.

I am NOT now and have not previously commented on the people or the government of Germany. I could not care less about them. Moreover, I don't blame them for any past transgressions.

And nor, for that matter, do I blame the German bureaucracy. I merely pointed out, from an organizational perspective, that the German bureaucracy, which is THE model for Western democratic civil service, is, historically, easily placed in the service of evil ends. Both the Nazis and the Stasi used it quite effectively. And when placed in the service of those ends, the German bureaucracy is every bit as organized, relentless, and indefatigable, as it has been in pursuit of COVID testing, treatment, etc.

The American civil service does not have a similar history. You can talk all you want about slavery and the indigenous people, but that's a discussion entirely unrelated to this one.

Sort of strange off-topic into the German civil service and how it served the Nazis, when the setup for them was DC's favorite bureaucracy, that fomented the anti-semitism which ushered Europe into Nazism, the Holy Roman Catholic Church.
