I'm assuming the "padding" he's referencing is where if say...a patient is in hospice and is given 2 weeks to live, but then tests positive for covid19 and dies then it's counted as a covid19 death? Essentially that the numbers show number of people who died WITH covid19 rather than just those who died OF covid19?

At this point, this isn't about deflecting or assigning political blame. It's about asserting the necessity of decoupling and about building the case for "reputational risk" to those who resist because of the economic inconvenience it might entail. This is going to be a long, complicated, financially bruising process, and in order for it to happen and not collapse into entropy, people will have to egg it along, from time to time, in seemingly over-the-top ways.
