My objection is that states don't exist in a bubble.

If your state opens, and my neighboring state doesn't and a bunch of people from my state go to yours to watch movies in theaters and they come back and spread the virus in my state then your actions hurt the people of my state.

I don't have a good answer for that.
If federal government says to states "open early if you want to," it really then justifies the states closing borders to other states. Or shutting certain states off from others. That was a big sticking point no-no for many Americans in Asia's approach.

Obviously opening up earlier is much more sensible with a sufficient test-and-trace protocol, which still ain't here.

For sure. US always needed its own approach, and preferably one with a direct, clear, unwavering, and fact-based approach from the federal government so the states could act from that baseline.

Honestly, the entire South (which may include, like, St. Louis*), is about to get clobbered.

Which, if Trump could see more than four inches in front of his nose at any given time, he would understand is reasonably likely to result in a stillborn reelection candidacy come August/September.

I don't know exactly what the right answer is. Absolutely, at some point there is a level of risk that has to be assumed. There are lots of people that need work now, not in a month or a year.

But there's NO FUCKING REASON states and local governments should have to make those choices without a comprehensive, federally-supported testing regime.

It's just not as easy as saying people make choices about whether they get sick; you can start a chain of dozens, if not hundreds, of sick people before you have the faintest idea that you're sick.
I have zero faith that there ever will be a "comprehensive federally-supported testing regime" under this current administration. They have done nothing in their handling of this pandemic to this point that leads me to believe they are capable, or even interested, in that.

Waiting for the clueless to get a clue would mean that we'd never leave our houses.

The news reporter in Atlanta said that part of the order means that local communities can't override the governor's dictates.

Time to test the validity of the order. The local county officials should do whatever they think is right and then have the Gov take them to court
