In my reading of the whole thing, I've always thought that this is the greatest threat to Trump. Conspiracy charges could, at least theoretically, be possible.

Funny that the acting AG has the same need to recuse himself as the last guy. And he was an advisory board member of a fake "patent marketing" company that allegedly helped inventors but really was just a Trump University caliber scam.
Of course he is now Attorney General of the US. Makes perfect sense...
Can Trump possibly find any more unqualified cabinet members who are just around to praise him?

Exactly.
Appointed for a four year term, can be terminated by POTUS or resignation asked for by USAG. But short of asking for resignation, the AG has no say in the investigation.
