That isn't what happened here. Visa stopped allowing them to accept Visa debit and Credit cards as forms of payments. Visa did not eliminate their ability to receive electronic payments. It sounds like they are simply having problems finding a processor willing to work with their shady company and are blaming it on Visa. Pretty typical. The Marijuana industry tried to run Visa through the ringer like this when they first opened too. They found ways around it; your friend here will, too.
