Is there a single, good reason we haven't already sent a dozen C-17s, fully loaded with food, generators, supplies and medical personnel, to Beirut?

One of the reasons might be because Trump is still trying to figure out if Lebanon is our or Russia's bitch these days and doesn't want to upset his master - Mr. Vladimir Poontang.
