Actually there is a leadership vacuum right now. Trump is even more ill and mentally unstable than ever. Pence is likely less ill. But Trump has gone berserk. He was calling for the arrest of Biden and Obama. He was rallying more crazies to violence in Michigan. He said Biden would have to pay a price for treason. He stood in front of a green screen white house and raved yesterday. He wheezed his way through a Hannity interview last night. He infected almost his entire inner circle with a deadly disease he still lies about. He told seniors that he would give them free monoclonal RNA antibody treatments so they could easily beat COVID. And that was only a few hours. He is commander in chief? He has gone completely mad. The 25th is pretty much a necessity if he can’t snap out of it. As a minimum he needs weeks of isolated care.

I assume this is nothing more than a lame political stunt meant to invoke more questions about Trump's fitness. And I agree with everyone else here that it was dumb and unnecessary because Trump already proves on a daily basis that he is unfit to be retained as President.
I will be happy when Pelosi is no longer in a leadership position in the Democratic Party. They need some fresh blood and new ideas to better represent their voters.

Just for reference....what did he do to rally the crazies in Michigan? Did he tweet something about it this morning? (Assuming you're talking about the arrests made of the people who were going to kidnap Gretchen Whitmer)

We do also need to remember that Trump still remains as President through January if he loses. I dont think we are in 25th Amendment territory yet at all but I can see numerous very realistic paths if Trump loses the election that could change that. If he loses and then starts calling on supporters to revolt in a large scale then he would need to be removed.

He rage-tweeted at Whitmer last night. I acknowledge he was a nut in 2015. But COVID has brought on such delirium as he is a real danger to himself and country.
