You obviously are closer to the particular details on this one and I'm making sweeping generalizations to the industry in general.
Responding in part, COVID is no longer covered by traveler's insurance as it is now a foreseeable disruption. I could buy that this particular guy did the "well, we've technically been exposed and will cancel if can get out of deposit, but if we can't get out of deposit and we're not experiencing symptoms, might as well not let money go to waste." aka, leave it up to the resort.
I agree with it having a high chance of being complete BS. And, with Colorado having record occupancy this year, I understand the management's skepticism. At the end of the day, I'd probably just say you can't have the deposit back but can use it on a future stay.

shouldn’t be surprised, but honestly am that it has been such a clusterfuck
initially supposed to have 100 mil doses by end of year, but ended with under 10 mil
now, bureaucrats think it’s a good idea to experiment on the populace by changing the dosing regimen...talk about egg on face. shoulda just bought the extra doses they were offered (but declined) months ago
how anyone can continue to support this inept administration is beyond me

I wasn't serious.
We flew to Minneapolis back in August. Not a lot of people flying at the time, we kept our distance and wore masks the whole time.
