Since, after wasting the country's time and energy playing on Americans' fears demagoguing the ACA for 6 years, when it came time for republicans to show us the policies they wanted to "replace" the ACA with, they didn't have any clue, let alone anything even suggesting a viable set of ideas, to propose.
