I am just assuming UT would give Beard the resources to recruit like Shaka, but you're correct that Tech receding would make up for it.
We might be seeing some of those early 2000's UT teams, though. I think it's great.
Maybe the streak would have been 1 year shorter ( not winning in 2005 ) but we'd still had a great chance of tying UCLA with 13.
We swept the South in 2006 sans Texas.
Lost to North teams MIZZOU in OT and ksu in some crazy out of dimension upset at AFH.
And then we beat Texas in a neutral location.
Every year after that we were ranked higher in kenpom than Texas.
And in 2009, in our supposed down year, the North was stronger than the South.

Which is still insanely, historically successful. Just not as gaudy.

If Tech was in another conference the Beard-to-Texas thing would already be a done deal. I can't see him leaving his players and then coaching against some of them for the next 3 years or so...then again, Beard did kind of screw UNLV around; maybe his word isn't as strong as others.

The thing that makes it hard is that, because of Beard's success, Texas doesn't have all of the major advantages over Tech like it used to. Brand new facilities, and he's not going to make much if any more than what he makes now.
UT is much easier to recruit to and it's his alma mater, that's kind of it. A few years ago I would have said UT gives him a shot at a National Title or 2, but he was a bad call away from doing it in Lubbock.

Then there is Nate Oats. I'd gladly take him in the league, but what does UT offer that Bama does not? It kind of stops at better recruiting areas. Of course, that could be enough.

UT could be a top 10 job in the country for hoops.
Only downsides are football school and the fact that their athletic department will always be ran by some of the biggest egos in the country and their buffoonery.

And I’m a homer but could it be said the Big 12 top to bottom tends to be a better hoops conference than the SEC?
