I'm not sure how you fix it, though, without a massive reimagining of state and local budgets. Tax increases (in the short-term), anyway. A massive part of the problem is the sort of profile the job attracts right now.
* It is not hard to imagine this spending pays enormous dividends (and saves a ton of money) over time, but it will be a while for obvious reasons.
