You could say that about a lot of things that turned out to have a way of being done.

Like, say, simply choosing to control when Supreme Court nominees are considered, and when they're not.

Or having the FBI dig up dirt on your political enemies.

Or getting Russia to help you get elected, and getting away with it.

Or profiting off the presidency by requiring them to rent rooms from you.

Because we had no precedent for this happening, and no guardrails in place if it did. And if we had more than one party that acted in good faith, there would already be legislation in place preventing those things in the future.
