policies aside, this seems a case of the wrong kind of people being given abuse-prone power

no different than bad cops, imo

I have said all along that being a law enforcement officer appeals not only to those with a strong sense of duty and community service but also to people who see it as an opportunity to abuse those they don't respect and have a better chance to get away with it.
