If you find those people during a protest, prosecute them. But there have been hundreds of protests in the last few years that have included millions of people who have done so peacefully. The extremally minor percentage of those people who have broken the law during those protests should be held legally accountable for their actions.
Just like Kyle should be held accountable for murdering two people.
