If you decide to go with carpet, just remember that carpet on concrete still means a very hard floor.
If your water heater is in the basement, keep paths to the floor drain in mind. If a water heater fails after it’s about 20 years old, it fails by its bottom dropping out, causing a flood. That happened to me in two different homes.
