If it’s not a difficult choice why not just vote on the virtue and get it out of the way? Is it because it goes against your bigotry and that of your constituents?

Principle. To say Congress should be doing things that will have some kind of effect. But you can't do that with a bill like this because it will look like a dog whistle (understandably)... Unless you do what the US did when voting against the anti-Nazi thing at the UN where you vote but give an anti-bigotry statement to go with it.
