Why would there be any question of the First Amendment? I don't see what angle you're going for there.
We'll see if the Arkansas State Police can provide additional body camera footage to fill in the gap prior to this when a police officer was allegedly "assaulted". But clearly these officers have crossed a line in this video and are at a point where they are just assaulting someone because they feel that they can.
