College and NBA teams routinely gamble on a player's perceived "talent". They can see that the potential is there but only a percentage of a people with that talent have the stars align and also put in the necessary work to translate that talent into ability and performance. For some, they don't reach their potential because they don't have the between the ears skills necessary to understand the things they need to do. Others get derailed by injuries at the worst time. The list of players out there who had the talent to be NBA All Stars is far longer than the list of players who developed into NBA All Stars.
