It's not a matter of him simply being better. It's a matter of "what combined players can I get on the roster for that combined dollar amount". My point being that they may benefit more from the combo of a rookie QB salary and an elite player at a different position rather than Brady at QB and a scrub at the other position due to having to pay Brady so much more.
