Some people say Biggs begged Trump for a pardon. Once Smith gets around to the Jan 6 indictments, it's not unreasonable to think he might need one:

No one can say that for sure that every document that was found in Trump's possession was all of the documents that he started with.

They are cover sheets designed to protect classified information. The big no-no is showing what something like that looked like for various presidential briefs. I hope they have redesigned them

But we have no idea what was inside at one time. When he sold documents, the cover sheets would not be a good way to travel. Likely scanned them and destroyed the paper contents.
