Do "words matter", only when Biden is speaking?

There are a plethora of ways to say that Covid-19 is more virulent for certain ethnicities, than to repeat that "Covid-19 is ethnically targeted”, which would lead any reasonable person to assume he means there was malice, or intent.

And imo, that's exactly what he intended.
