A few thoughts on that......
Living in Chicago, the weather often changes. Sometimes unexpectedly.
If management was smart, they would simply say keep your windows closed when you are not home - and if you are home and it's raining - don't keep your windows open IF rain/water is coming in to your apartment. I have a corner apartment. Sometimes when it's raining the rain can be pounding on my windows on one side and on the other side there may not be a drop of water.
I do understand where management is coming from being that there has been a lot of water damage due to people leaving their windows open during the rain. My guess is usually because someone isn't home and they left their windows open but of course there are the fucks that just don't give a damn.
The same people who leave their trash (including glass bottles) all over the rooftop ("sky deck") despite there being many garbage cans they can throw their shit away in.
On a window side note and speaking of the negative aspects of apartment living...
Because of the way my and many other people's apartments are set up, there are often STRONG cross drafts when people leave their windows open. The biggest problem with that is it causes doors to rattle or actually slam (when people open them). I have discovered NOTHING can be done other than if I cram door stops under my door AND in the side of my door. Problem is no one else does it nor cares.
