I will say that Norway owns its oil and mineral assets as part of a national sovereign fund and leads the world economies again in both standard of living, happiness and economic growth and indices. That is my populist argument: extracting oil and the derived income is something a nation should reserve for itself. Green energy will be something they can embrace without risk running at a huge surplus over the past decade. But again, even the cost of power is something they can retain for the people.

Not sure if I would be a big fan of the government owning the oil and mineral rights to the land that I own.

It's a decent idea when you're a country the size of Norway, which is just 148,000 sq miles (about the size of Montana). But there is just too much resource rich land in the US.
