I don't know the mother. I don't know the daughter. I do know (or at least I strongly feel) they both bear some responsibility in this situation and neither are 100% free from blame in regards to what the school "did" to "THEM".

Well like it or not kids are under their parents care as minors. Unless there is a valid reason for a parent to lose their parental rights. A kid being confused about their sexuality or gender isn't a reason for that. It's a good thing for kids to have to wait until at least 18 to do any gender changing.
