This just isn't that complicated to understand. Putting seatbelts in cars wasn't about controlling the public. Nor are speed limits. Not are drunk driving restrictions, etc... it is an effort to address a problem where citizens are proving unable to control or avoid the problems themselves.
It's not about logic or safety. It's about control. Just consider that.
If our government cared about our safety, we wouldn't sell food with preservatives that are banned in other countries
