It’s actually multi-fold:

One big purpose is to prevent being further surveilled/harassed/facial recognition data collected by police. This was an issue with the BLM protests, and since then the police tactics have likely become more intense, particularly with the use of AI and such

Another is because cops may likely pepper spray protestors, so the masks are preventative

They’re also preventative in that many of these folks are the same folks who advocated for masking in crowded public areas for Covid

At least if you take the protestors’ word for it

Start bombing entire college campuses.

While we’re at it, also cut off food and water and all aid to the campuses. If anyone tries to give aid, bomb the aid.

Tell everyone they gotta evacuate or they’ll be bombed, but then bomb the evacuation routes too.
