I hope that the Governor and the Legislature pass an emergency bill and essentially “deduct our aid at source” - have the employers funnel all their federal tax deposits from employee withholding through the State coffers. At that point transmit $0.70 for every $1 collected and apply to disaster relief. Congress can then allocate funds and apply to the State for the underpayment. Take it up with the Courts if the Federal Government has a problem.
Courts haven’t been true to the law before; so the precedent has been set
