Republican Senator Brian Boquist responded angrily to the idea that Gov. Brown and Senate president Peter Courtney could use state troopers to force them back to work.
“If you don’t think these boots are for walking, you’re flat wrong Mr. President. And you send the state police to get me? Hell’s coming to visit you personally,” said Boquist.

Snark aside, you have a very valid point - most urban areas are also heavy users of public transportation. However, the single-ride-share are skewing that equation.

Also that link wasnt necessarily provide to speak directly to the contents of the bill is more in response to the claim that the republicans were inviting, and calling for militia action. (With the possible exception of Borquist, but hes a nut).

A "fixed gear" bike is one with a direct connection between the pedal sprocket (chainring) to the rear wheel (sprocket) by the bicycle chain, which doesn't allow you to coast. If the (back) wheel is turning, the pedals are turning, and vice versa. You might have a brake on your front wheel, but you can't rely on it much, so to stop, you have to make your legs "heavy". It's a trip.
