Theres no doubt there is more focus on impeachment than legislation. The question is whether or not that is the more important thing currently for the nation. I would argue it's not because the impeachment really doesnt impact anything that all. Especially if they arent going to send the articles on for a removal vote.
I wouldve argued the same thing during the clinton impeachment.

The House has sent 400 bills to the Senate, not including resolutions.
