Recently released unredacted emails from the Department of Defense and the Office of Management and Budget directly link the order to freeze Ukrainian aid to President Trump. "Clear direction from POTUS to continue to hold". This despite numerous communications from the Department of Defense to the White House about the legality (or the lack thereof) of the hold.
