Define "free tuition". If it is thebuniversity who is writing it off then WTF do I care? You don't have to be a US citizen to attend a US university. Nearly half my classmates in my degree were from outside the US. 2.) Anytime healthcare providers write off services, the actual cost is not absorbed. It is passed right along to suckers like you and me who play by the rules, pay for insurance, and pay our bills. Again, taking from me to give to someone who is breaking the law.
