Why they claim that a pipeline to carry oil FROM CANADA to US refineries is going to be some sort of boon for US oil independence or production is beyond me. You may be right. I'm troubled by 1) the dates of your sources (2013, 2011) and 2) the qualifiers used in them (could, may, might).
