As for Minneapolis, "others do it too," I don't really know, but perhaps the greater segregation of communities in the North than the South these days makes it even more difficult to overcome the attitudes and actions of cops. But, it wasn't really an "others do it too" comment, because if Minneapolis had made as many changes in police departments as metropolitan Southern departments have in the last 75 years since Humphrey was a mayor, I don't know that we'd be seeing riots there on our TVs.

What has happened in the last few days ( well years but... ) is unacceptable and is rooted in the person 'leading' our country.

do the cops think that somehow doing that is good for the situation?
if good cops aren’t going to police bad cops, i don’t care what else happens...nothing will rally change, and we’ll just rinse and repeat the outrage and carnage again down the road

Based on the fact that there are riots across the country, in the south, north, east, and west, this isn't an issue of how progressive police departments have been. You are probably right, though, Minneapolis might not be getting national coverage of it's riots if they were going on right now, and this had occurred, in some far away city.
The south, by many reports, is by far the worst place to work as a police officer.
