Usually would be done by a subcontractor not your house builder....sometimes the plumber is licensed to run gas.
Bigger question is burying a gas tank is usually a pain in the ass permit wise and requires special inspections etc which can bring unwanted attention to the project. Perhaps thats what they were frustrated about. Not saying they were justified, just an alternate explanation.

Only thing i can think of because sleeving lines theough a footing is literally about 7 minutes of work.

When we moved from KC to Orlando we built a new home in a new neighborhood. Natural gas isn't ubiquitous in Florida like it is in Kansas/Missouri, so we decided to bury a propane tank and use it for the range and the pool heater. Arranging that was on us, we only needed to have the builder, (of a brand new f***ing home), stub the pipes in. You would have thought that we asked them to gild the house in gold, but they did it. At the final walk through before they handed us the keys, the foreman brought it up, obviously wanting our thanks for the gargantuan favor they had done us by making it possible to have a gas stove. When he didn't get the affirmation he was looking for, he added that out of the 72 houses in the addition, only two of us had requested they stub their house for gas and, "we'll never do that, again", he said.
That's weird. I've buried lots of 500 and 1000 gallon propane tanks. I've found that it's less hassle than getting the city to hook up a new meter on the house and turn on the gas.

Shouldnt have hired Ousdahl Construction if you wanted "extras" in your service.

No doubt I'm spoiled because my father was a general contractor who built hundreds of custom homes in Wichita, and he would bend over backwards to satisfy his customers*. Of course, I knew going in that the construction industry in general, and especially in an area like Orlando that was growing so fast, had changed significantly. But still, this was not an entry level home we built, and when I'm paying that much for something, I want, what I want...
*It didn't hurt that my father was a big, imposing man, a former naval aviator who boxed a lot, (light-heavyweight), in the Navy, when it came to getting what he demanded from his sub-contractors. Over the years, he got into it with several of them who weren't meeting his expectations. One of the stories was about a bulldozer driver who was digging a basement, and they got into an argument about something, and my father ended up throwing the guy into the partially dug basement, and told him to do it right, or gtfo.

Slightly off topic and no doubt gonna feel the stares of anger....but. the Quesarito from taco bell is a delicious guilty pleasure. It is not super awesome authentic Mexican....but it is terrificly bad. Had one yesterday and I dont regret it.

I like every varietal of mexican food. Authentic, fast food, burrito joints, tex-mex, taco trucks, etc.
