I read a pretty smart analysis yesterday suggesting that what Willis is doing is buttoning up, with plea deals, the fundamental criminality of each of the different aspects of the conspiracy. The idea being that if she has legally established that criminality at "ground level" (so to speak), there's really nowhere for the people at the top of the scheme to go.

This isn't exactly the same thing as - but it definitely dovetails with - the strategy of getting lower-level people to give up the next rung, etc.

that Salon piece pretty much said both of those things, plus the perhaps most important part of it being RICO, that it was a planned and coordinated conspiracy across all those involved
