They were.

He never stated they were mandatory.

I assume there are still issues to iron out such as who pays for what and insurance but there is no denying that a course of action towards this has been charted and is being acted upon. It takes a long time to do anything, let alone something this serious. But it is happening, that much is clear.

the question for the jury: whether the officer could have reasonably seen the teen as a threat

the defense: the car was involved in a drive-by shooting, "the officer's ability to observe wasn't as clear because it was dark*, because of where he was standing, that he misinterpreted something that he saw."

the prosecution: he shot the kid in the back, conflicting accounts from cops, a bystander posted a video of it on facebook

*Freudian slip? I mean "the officer's ability to observe wasn't as clear because it was dark" seems like a common theme here.

I'm also curious to see how much leeway the officer gets by claiming "he misinterpreted something..."
