I think it is all intentionally being slow-played so that the economy will be in shambles come November.
I put no level of bad faith and malfeasance beyond the lengths Trump is willing to go to stay in office (and out of jail).

It has to be tolled, right? I can't think of a argument for it not being tolled. I think my ConLaw prof said it was (back in 2013 before any of this was relevant).
