Because the analysis I've read suggests that - particularly with the involvement of partners that are not viewed on the continent as colonialist - the thinking is that improved infrastructure will serve to lower-case-d democratize the minerals industry, which (as a general matter) reduces corruption and power concentration.

This isn't "both sidesism." It's "one guy is president and the other guy is not." They focused plenty on Trump's issues -- which, I agree, are real and should be disqualifying -- when he was president. And they'll do so again if/when necessary. The truth is that neither man could be trusted to make his own breakfast without burning the house down, and neither should be trusted with anything more consequential either.

One of the issues we have in engineering right now is a lack of qualified/educated job candidates. This is for jobs that average $85k salaries. With 10 plus years of experience, that number can double. The US exports around $250B in professional services a year to the rest of the world.
The two things might be related.
The service fees we collect on services sold outside the US is taxed at a lower rate than services sold in the US. So if one was to document their "time" on a US project and thereby lower the profit while lowering their "time" on lower taxed foreign projects raising those profits, you get to keep more of the collective profits. One thing engineers are good at is figuring out how to work formulas and spreadsheets.

If the betaboy cultists can't compete in a worldwide economy, maybe they could spend less time building muscles for a fantasy competitive gun show and more time building marketable skills that will allow them to compete in economic reality.

There's almost never any mention, no qualifier, that what the Biden Administration accomplished in the last 2 years would't have been accomplished if he was anywhere near as mentally feeble as they and republicans would like us to believe.
