Her actual doping case has not been ruled on yet. The problem is that she should have been suspended pending the investigation. The bigger problem is that all of these individual countries have their own Anti-Doping Agencies and they all have different protocols and policies. She failed a drug test because of what turned out to be an additive in a cosmetic face cream that she used and was immediately suspended, missing World Championships and several other international events. Not a banned substance directly tied to performance enhancement like this Russian skater. An organic face cream.
If these athletes are expected to behave under the same sets of rules regarding what they can and cannot take then there should be one policy with a uniform set of procedures and punishments. Otherwise you will continue to have Russia make a mockery of it by simply lying like they always do. They dope all of their athletes and any who speak out against it are immediately discarded. When your entire lives are paid for by the Russian Olympic Federation once you're in the system, that is no small fate.
