I am in phase 3. My county to date has had less than 400 cases total. With around 30 deaths.
Retail is not open except for curbside. Restaurants are not open except for carry out.
Bars and restaurants are phase 5. It may be July before my restaurants open up to customers.
There is no logical reason for it in my county.

If someone from a neighboring county with high infection rate wanted to eat at a restaurant how easy would it be for them to get to an open restaurant in your county? Does your county have "natural barriers", like let's say Block Island where one could limit movement of people? Are there checkpoints where you could control possibly-infected people from flooding your county's open establishments?

is the logical reason for it in your county.

My county has similar numbers. Slightly more deaths almost all from a nursing home outbreak.
We are in phase 2 for another week or so. Move into phase 3 on the 29th I think. Retail is closed but with curbside. Restaurants are carryout only, but in phase 3 are able to open outside seating only. Golf courses move from 2somes and walking only to 4somes and individual carts on the 29th. My bank will be allowed to open lobbies in phase 3, but are only going to do it at select branches for the time being to protect employees (we think we can provide the same service without lobbies open at most of our branches). Salons opening in phase 3 with precautions. Gyms can offer outdoor classes with limited size.
Fwiw I do not think bars/restaurants should have dining rooms open yet. I also dont think large gyms should be open.

This is pretty political for my taste, but do you remember on The Office when Michael confuses a negative test for cancer being good aka a positive thing? Thought this was pretty perfect and not the first time I've seen DJT compared to Michael Scott as a boss.

My wife showed me some models that UT Southwestern shared if distancing had not been implemented a week later and 2 weeks later.
Pretty scary shit.

You could flip it...and say something like.. liberals are being liberal with the potential "trashing" of the economy...and conservatives are being conservative with the potential trashing of the economy. Conservatives being conservative protecting the economy. Liberals being liberal with the economy to protect people's lives. I dont know. You can label it conservative or liberal based on what is being valued.
(Fwiw I'm not saying I think that's what happening, just that is somewhat the perception maybe?...not sure if that even makes sense when put into words..obviously in reality it shouldn't be 1 or the other)
