It says right in the article that Smart "cooperated in a joint investigation between the school and the NCAA".

So the NCAA has Smart's case reviewed and ruled upon in what, 2 weeks?

There has to be more to the story (as far as Smart playing today) than is public. It makes NO goddamned sense that he's fine to play, but Silvio has a two-year suspension sitting on him.

the NCAA was involved in the inquiry, I don't think they made a ruling, LSU did.

Maybe LSU did it with the ncaa's blessing, but I don't think the ncaa said anything official, if I'm not mistaken.

KU was like a boyfriend who got caught by his girlfriend in a suspicious situation with another woman and then was like "are you sure you're not mad, you're sure everything is ok right, you sure? you're not mad at me?..."

And every other team was like "pffft, don't worry about it" and moved on.

More specifically: with the knowledge (in hindsight) that self-policing and self-reporting is actually worse than denying, delaying and obfuscating, yes.
