This appears to be a developing story and the facts aren't necessarily known. Lots of our adversaries around the world blame America for the ills their governments and societies suffer, in order to deflect blame away from themselves. It's somewhat fitting that someone in denial over adopting and amplifying Putin's bullshit pretext talking points would engage in rhetorical games commonly played by the Putin-aligned, like saying enough vague and imprecise things (or even "just asking questions") such that you can find ones that weren't obviously wrong (and declare them, prematurely but who cares, to have been right).
