Because there is no health care plan.

What will happen is that - now remembering he said he'd do something - he'll release an empty, toothless executive order or something.

And all of this will encourage the GOP senators, particularly those up this cycle, to break with Trump. As we saw in the midterms, health care is very very very much a losing issue for the GOP. They do not want him throwing gas on that fire at the moment.
