Is it? Possibly, but I would want to compare him reading a speech off pre-prepared remarks from years ago. I, as a somewhat intelligent person, and a lot of confidence, cannot read out loud from reading a piece of paper. I slur and stumble over my words. Some of it is a stunted skill. When I couldn't give speeches well in grade school, I never tried to get better. Therefore I never learned to get better when if I tried harder, I probably would've been more passable.
I do have a decent memory and am much better speaking off the cuff. So if I remember my talking points, I can give more confidently give a speech with a few or no bullet points. My guess is Trump is somewhat the same. Never needed to read speeches, and instead spoke off the cuff, but in a more bullying way. But now, trying to read prepared remarks, I feel like that's when he makes a lot of his gaffes. But it also could be cognitive as well.

The really amazing thing is:
1. We're a day after Susan Rice's testimony and it's already completely forgotten.
2. Trump had his Twitter account locked until he deletes a factually incorrect COVID statement - he clearly doesn't care or has no idea how serious this pandemic is.
3. Geraldo Rivera called Trump a "civil rights activist."

So provide to me an explanation as to why his only concern about COVID is that it is screwing up his chances at reelection and seems not to give a flying fuck about who it impacts? He doesn't care if poor people die. I believe "yes, people are dying; it is what it is" was his quote that sums it up perfectly. He has no use for blacks or hispanics because he sees them as mostly poor. And he doesn't give a shit about poor white people, either.
