OK, so we have a different definition of bust.
Stafford is not a bust to me.
Not surprising, given your glass half empty all over this bored, that Stafford is a bust for you.

I expect #1 overall draft picks and $226 M to win a playoff game. Or, at the very least, be Top 5-10 at their position.

You can expect that.
But if they don't, I would hope you wouldn't label them a 'bust'.
He's a starting caliber QB and would start on around or just under half of the teams.

Before Stafford, the Lions hadn't been to the playoffs in nine years.
Their record during that time:
40-104.

While the quarterback is the most important part of the team, there are many other reasons why the Lions don't win. He's not a bust or 'borderline' bust.

He’s a #1 draft pick whose been paid $226M and has an average QBR of 15th in the league.

Fwiw being average isn't a bust. He's done better than many of the #1 QBs taken during his career if i had to guess.

A bust would be David Carr, JaMarcus Russell or Sam Bradford.

Who should they have taken over Stafford?

Mark Sanchez? Josh Freeman? Pat White? Stephen McGee? Rhett Bomar?

He is by FAR the best QB from his draft class and it isn't even close. He is not a bust.

I figure a "bust" would be many if not most NFL players who were drafted 1, 2, 3, 4, 5.
